Howard B. Schaffer

Howard B. Schaffer is deputy director and director of studies of the Institute for the Study of Diplomacy at Georgetown University’s Edmund A. Walsh School of Foreign Service. A thirty-six-year veteran of the U.S. Foreign Service, he served as ambassador to Bangladesh (1984–87), as well as political counselor in India(1977–79) and Pakistan (1974–77).He also served twice as deputy assistant secretary of state responsible for South Asian affairs. He is the author of Chester Bowles: New Dealer in the Cold War (Harvard) and Ellsworth Bunker: Global Troubleshooter, Vietnam Hawk (UNC Press).Howard B.
